Coffee and a Chat Meet Councils Executive Leadership Team

Lithgow Council Invites community to have a coffee and a chat with our executive leadership team  

Lithgow City Council is inviting the community to join us for a coffee and a chat with our executive leadership team at the Lithgow Library on Thursday 1st of August from 5:00pm until 6:00pm. This is a fantastic opportunity for the community to get to know the team at Council face-to-face. The function will be held in the Library Mezzanine area and is wheelchair accessible.  

Council’s newly appointed General Manager Ross Gurney will be in attendance and is looking forward to hearing from the community and sharing his vision for the future of the Lithgow LGA.  

Also joining the function will be other members of the Council’s executive leadership team including Shaun Elwood, Director of People and Places, Jonathon Edgecombe Director of Infrastructure and Economy and Matt Trapp Council’s Executive Manager of Water, Waste and Wastewater.

Executive Team

Ross Gurney – General Manager 

Council’s General Manager, Ross Gurney, commenced in the role in July 2024, after serving as Council’s Director of Finance and Governance. In his time at Council, Ross has diligently been working to ensure Council’s financial sustainability. As General Manager, Ross will be facilitating the complex economic transition, as well as managing the risks of critical large-scale projects (including Wolgan Valley access). Ross will also be working with staff on continuous organisational improvement, such as using technology to drive more efficient working practices.   

 

Shaun Elwood – Director of People and Places 

Shaun Elwood is the Director of People and Places. In leading Councils approach to strategic land use and development planning, Shaun is committed to integrating and strengthening connections between the Council, community, and land. Shaun’s priorities include the identification of both community needs and environmental management.  Shaun is also focused on destination development and events delivery, promotion of inclusivity throughout the Council’s programs and bringing the community’s vision for Lithgow to reality through Council’s Integrated Planning and Reporting Framework.  

 

Jonathon Edgecombe – Director of Infrastructure and Economy 

Jonathon Edgecombe is the Director of Infrastructure and Economy. He works on the many emergency and other maintenance / renewal projects throughout the LGA, ranging from coordinating building and playground repairs to inspecting bridges and completing roadwork projects to ensure the safety of the community. Balancing local transport infrastructure priorities with service expectations and the construction of a new access to the Wolgan Valley are some of the biggest challenges which Jonathon faces in his role at Council. Jonathon also leads Council’s approach to economic transition and diversification, largely through the development and implementation of the Lithgow Evolving Economy Plan. This includes key strategic projects such as the introduction of new education initiatives, employment lands development, and the coordination of local stakeholders to ensure an equitable and orderly transition that closely mirrors Lithgow’s strengths.

 

Matt Trapp – Executive Manager of Water, Waste and Wastewater. 

Matt Trapp is the Executive Manager of Water, Waste and Wastewater. In addition to working on sewage, water and waste infrastructure, Matt advises on environment-related decisions, ensuring that waste products do not harm Lithgow’s unique flora and fauna. His approach balances infrastructure development with environmental consciousness which is intrinsic to Lithgow’s future.
