Street Parades

Local Criteria

To ensure the safety and the free movement of both pedestrian and vehicular traffic for future parades/processions, the following conditions should apply:

  1. Each exhibitor to be informed of all requirements and conditions to be able to participate in procession.
  2. Each exhibit/participant to be considered in relation to the benefits obtained for the parade and weighed against public safety to participants and spectators.
  3. No handouts or objects are to be thrown from any vehicle participating in the procession.
  4. Participants to be informed that all exhibitors are to comply with all Traffic Laws, e.g. all vehicles to be driven/ridden in a safe manner and/or cycle clubs to wear safety helmets etc.
  5. Organising Committees to ensure that exhibitors standing on floats are not to be placed in any dangerous situation, i.e. details of each exhibit are to be presented to the Organising Committee four (4) weeks prior to procession.
  6. Inspection of all floats made available prior to the procession by Local Authorities.
  7. Organising Committee to be selective in placing exhibitors and participants in procession, children not to be placed before trucks etc.
  8. Ambulance to follow procession (possible emergencies).
  9. The exact number of vehicle participants/exhibitors to be lodged with the Lithgow City Council Traffic Advisory Local Committee (TALC) a minimum of four (4) weeks prior to procession being conducted, this information to be presented to Local Government Authorities.

General

  1. Permission of the Local Government Authorities to be obtained in regard to road closures and conditions adhered to.
  2. Provisions of the Traffic Act to be observed.
  3. Any Police direction given in accordance with the Traffic Act to be promptly obeyed.
  4. The event is to be conducted during daylight hours only.
  5. The event is to be conducted in accordance with the timing and route approved by Police.

Organisers and Participants

  1. Organisers, Officials and participants to take all reasonable measures to reduce obstruction to pedestrians and vehicles during the course of the event.
  2. Organisers to advise all persons effected by the proposed road closures and resolve any objection raised by any person.
  3. Adequate publicity to be provided by the Organisers prior to the event advising motorists and other road users of road closures and duration of road closures.
  4. No objects to be passed or thrown from the floats or other vehicles, to any spectator.

Road Closures

  1. All conditions outlined by the Local Government Authority or the Roads and Maritime Services of New South Wales relating to major road closures are to be complied with by the promoters.
  2. ALL EMERGENCY SERVICES (FIRE BRIGADE/AMBULANCE/HOSPITAL) ARE TO BE INFORMED IN WRITING, SEVEN (7) DAYS PRIOR TO THE COMMENCEMENT OF THE EVENT IN REGARD TO ROAD CLOSURES AND TIMING OF THE EVENT.
  3. Planning for future road closures and similar events, notification of at least sixty (60) days prior to intended commencement date is normally required to assess the application, assign assistance where necessary or to make alternate arrangements.
  4. Parades/Processions will also required contingency plans to allow access to the Hospital and Railway Station.
